1. Pick a lane

They run over one limit sheet — what the backend can take, how many keys there are, what a rejected caller does, optionally which rule fronts all the traffic, then one rule per line with its algorithm, its limit, its scope and the traffic offered to it — and each hands its result to the next. Start at plan if you have limits and not yet a sheet, or at read if you want to know what the numbers you already have actually let through.
